Bill C-5 and the Path to Project Delivery in Canada

Canada’s large-scale energy and infrastructure projects are often delayed by regulatory complexity, rising costs, and overlapping mandates. These challenges have contributed to a backlog of major energy initiatives — from regional transmission expansions to electrification strategies and critical mineral developments.

With the recent passage of Bill C-5, the federal government has signaled its intent to address these challenges head-on. The bill aims to streamline approvals and create conditions that support the kinds of nation-building projects needed to achieve our energy, economic, and climate goals.

What Nation-Building Looks Like

At Midgard Consulting, we’ve spent more than a decade supporting governments, regulators, and utilities in designing and delivering infrastructure that balances economic viability, environmental stewardship, and stakeholder collaboration.

We’re proud to have contributed to projects that reflect the principles of nation-building: technically complex, strategically important, and built on strong partnerships with Indigenous communities and public-sector leaders.

🔌 BC–Yukon Interconnection
We were engaged by the Yukon Development Corporation (YDC) to support a comprehensive feasibility assessment and development plan for a proposed transmission link between Yukon and British Columbia. The project aimed to:

  • Unlock new mining potential northwest of Whitehorse
  • Improve regional energy reliability
  • Evaluate multiple transmission configurations and routing options

This work laid the technical and financial foundation for a transformative northern inter

⚡ Wataynikaneyap Transmission Project
Midgard also played a supporting role in the Wataynikaneyap Transmission Project, which connects over 20 remote First Nation communities in Northwestern Ontario to the provincial electricity grid.

Working with both PowerTel and the Ontario Finance Authority (OFA), our team provided:

  • Technical and financial due diligence
  • Risk identification and EPC contract review
  • Construction monitoring and loan agent services for the OFA

The project, now under construction, represents one of the largest Indigenous-led infrastructure initiatives in Canada — and a blueprint for future collaborative energy development.

  • Strong Indigenous partnerships rooted in respect and shared benefit
  • Clear financial structuring and credible risk assessment
